446119 - Get SeaMonkey L10n builds working on comm-central

Once SeaMonkey moves to comm-central, we need to base L10n builds off new infrastructure for 1.9.1 that is not yet done.
Once the mozilla-central side is done in bug 434289, we need to try and get this applied to SeaMonkey.

Attachment: step 1: correct a number of paths in locales/Makefile.in (checked in)

When testing the patch for bug 447619 (pointing to a l10n/ directory with a de checkout from cvs trunk, using "make -C suite/locales installers-de"), I realized we failed with a number of wrong paths, which are corrected by this patch.

untested, and I scanned this diff and that file for extra needed patches, I did not notice anything wrong.  so r+.
