This feature used to work, I was using it as a workaround for frames that weren't being expired properly. I remember this used to work before bug 36547 was fixed, and stopped working soon after. To make sure it wasn't just a cache bug, I disabled the cache by setting cache sizes to 0 and unchecked enable mem & disk cache in prefs/debug (unchecking enable mem cache debug option does not work, I will file a bug report for that). Confirmed on Linux 070608 and Win32 070608 (running in VMWare/Linux) with help from tcpdump to detect network traffic caused by page loads.
