I want to have a SVN access to submit my Assamese translations.

Amitakhya, please create an ssh-key and attach the public key here to the bug. http://developer.mozilla.org/en/docs/Using_SSH_to_connect_to_CVS has info on how to do that.

I heard from him that he's working on the form already, too.

I am confused about the percentage part. Is it 

aphukan.mozilla@gmail.com@cvs.mozilla.org:/l10n ?

or should I keep the percentage sign as it is ?
Keep the percentage sign as it is, we're replacing the @ in cvs accounts with % to make it non-ambiguous with the @ for the cvs server.
