Since Thunderbird can handle more than one account, it is not desirable that "Junk" is the same for all accounts.
Junk mail from all accounts should be mixed.
It is not very logic that "Junk" is hidden in the Privacy tab.
I therefore propose it is moved to the already existing Edit->Account Settings->"Junk Settings".

Not sure what to do about it but we do get a fair amount of complaints about this split - xref bug 352428.
I made a critical typo in the description. Forgot a "not".
Junk mail from all accounts should NOT be mixed.

The proposed move is really a request to make these controls account-specific instead of global. I think for most people this would be undesireable.
I would prefer to have it made an Account specific option, but if that is not what the majoristy of the users want, I would really like to see it moved to a Global Account Settings menu as discussed in Bug #448716 and its related wiki

where there is this moment is a mock up of such a Global Settings menu.
But please don't put too much emphasis on the mock up. For me the important thing is that Junk is moved out of the Preferences.

I say this bug should be Wontfix, the not mixing junk motive is fulfilled by existing capabilities.
Options dialog permits a global activation and in each account we have account specific Junk Msg Boxes setting.

marking wontfix, we need to pull junk out into it's own tab ( bug 482617 ). privacy/security are hiding something that has such large interactions with users and their mail.
