Overview: In the Plain Message window the accelerators for the Help menu should 
match the spec.

The spec at http://www.mozilla.org/mailnews/specs/compose/Comp_Menus.html does
not specify what the Help menu should look like in the compose window. However,
there are no accelerators/shortkeys used for the help menu nowhere in Mozilla,
and the menu look just the same as in the other parts of the application.

selecting invalid, there is no mailnews spec, we do, should and try to match 
the global spec.
