With js turned off or noscripted, I see in https://bugzilla.mozilla.org/show_bug.cgi?id=452745
Status: [RESOLVED v] resolved as [DUPLICATE v] duplicate of bug [452732]
There is no link to the dup target bug, which makes navigating the dup chain slow. There should be a link to bug 452732.

Confirmed. It should behave more like the blocks/depends on fields where the edit field is available but the links are also available after (in both the "noscript" case and after clicking the "(edit)" link when scripting is on).
