455252 - No new mail notification (biff) on browser startup without saved passwords

As the result of bug 71105, SeaMonkey now checks for new mail when starting up even without the mail/news window being opened at that time, which is quite useful. However, as restricted by the initial description of that bug, this happens only for accounts which have a password stored. For a brief period, the password prompt showed up at startup with the browser window only, which was convenient since the mail password could be typed in while the home page was loading. Aim of this follow-up is to reestablish this function as a feature for users who don't want to (or are not allowed to) store their passwords, but nevertheless want to benefit from the mail.biff.on_new_window option.

The proposal is to prompt for a password on startup for any account for which no password is stored, if both mail.server.server#.login_at_startup and mail.biff.on_new_window are set. This should be unambiguous and would give the "Check for new messages on startup" option its correct meaning. Also, if desired, the current behavior could be reinstated with login_at_startup=true and mail.biff.on_new_window=false. Bug 71105 comment #183 contains a proposed fix for IMAP accounts. For those accounts which have their passwords stored, nothing should change from the behavior intended in bug 71105.
