In bug 291413, there was extensive discussion about how to create a reasonable measure of popularity based on various factors. This bug needs to specify how the various factors should be combined. The basic formula was specified in https://bugzilla.mozilla.org/show_bug.cgi?id=291413#c20 and the histograms of these factors is available at http://people.mozilla.com/~basil/amo/HistogramsForPopularityAlgo.pdf. The task now is how to design a formula that will calculate a popularity score for every add-on.
Note that currently it is possible to sort by popularity and by rating. I would suggest that sorting by rating stays as suggested in bug 291413 whereas sorting by popularity is adjusted to use an abstract formula - that is a pretty abstract term, so it isn't a problem. Which one will be the default sorting criterion is a different question.
Summary: Add-on rating should factor in more than just ratings and rating count → Add-on popularity should factor in more than just ratings and rating count
we sort by Bayesian rating
