Details
Attaching a Web page to an email message does not have the option of including
the objects that go along with that page. Outlook offers this option. It is
important if the recipient will be offline when reading the message, or if the
mail is to remain viewable after the images may be gone from the server.

This bug would apply for attaching a remote webpage (including using File|Send
Page from the browser).
See bug 88451 for attaching an .HTML file from the local filesystem (Attach
File).
