Scrollbar at top and bottom doesn't move content
Opening the customize toolbar dialog on Mac Trunk shows the expected window with a vertical scrollbar. The thumb size on the scrollbar suggests that about half the button list is visible, however scrolling the scrollbar does not move the canvas. Bug 392615 might hide the problem in the short term, but isn't a real fix, obviously.
