No I think this is the issue:
http://blog.washingtonpost.com/securityfix/2008/07/firefox_3_follows_ie7s_securit_1.html
IE/Windows blurs the line as to which settings are browser (IE) settings and which are OS (Windows) settings by mixing them into one options dialog. This is evident because that options dialog is accessible from both IE and the Windows control panel.
Mozilla contends that the settings in question are OS settings and thus should be followed by Firefox.
What would be nice is if we could ask Microsoft to separate the browser and OS settings. Whether that be done by using two separate dialogs or separate tabs on the one dialog would be up to them.
