"Create filter from..." should create the initial rule in a smarter way

When right-clicking an email/contact field in the message pane and selecting "Create filter from...", the message filters window appears and the initial match criteria are:
<From> <is> <that email>

Reproducible: Always

Steps to Reproduce:
1. Open a message in the preview pane
2. Right-click the "to", "reply-to" or "from" fields
3. Select "Create filter from..."
Actual Results:  
The new message filter's criteria is automatically filled set to the following:
<From> <is> <that email>


Expected Results:  
If a field other than "from" is selected, that field should be used. For example, when creating a rule for a mailing lists often the "to" field is checked instead of "from". If the user right-clicked on the "to" field before selecting "Create filter from...", then the initial filter criteria should be:
<To> <is> <that email>
