It seems like when a tab is closed it is not added to the "Recently Closed Tabs" list. The list does get populated sometimes, but I haven't figured out when. Most of the time when I close a tab it isn't added to the list and so immediately pressing ctrl+shift+T doesn't open the tab again, but rather open something else that was already on the "Recently closed" list.
Marking this as a blocker since this seems like a very serious regression and can result in dataloss.
Let me know if you have problems reproducing and I'll try to figure out exactly when it puts things on the "recently closed" list and when it doesn't.

Only tried this on OSX so far, but might be cross platform.

Is this using the latest nightly build resp. a fully updated code base? If not, this is most likely a dupe of bug 463015.
