464491 - top gradient of navigation toolbar (toolbar_background) does not align with top gradient of "extras" sidebar (panel_background)

New images were introduced in bug 462771. panel_background needs to be adjusted, I think, since toolbar_background is already consistent with the other images.

Still some weirdness to be sorted out with the "extras" panel styling in general, but I think they're unrelated to this image (unless we want to adjust the difference in darkness between it and the main sidebar).

I think I'll just push this new image and file a new bug on improving this styling.
