Need to hit return multiple times in url bar

Regression: As of a few days ago, hitting return after typing a url into the
apprunner urlbar doesn't take you to the url; you have to hit return two or
three times. Doesn't happen on viewer, just apprunner.
I'm seeing it on Linux; Tom Pixley says he thinks he's also seen this on
Windows.

This should at least be considered for M4 since it's a very recent regression.

Yeah, I've seen this too, but thought it might be operator error. I agree
it should be fixed for M4, but it sounds like an xpapps problem; reassigning to
don.
