for all pull-down menus in all forms, whenever i click it (see pull-down items)
then click away, an outline remains.  when i click away again, the outline
disappears.

Reproducible: Always
Steps to Reproduce:
1.click on pull-down menu
2.click somewhere else
3.see outline still there

I think this is bug 45580

Asa is right - this is 45580, which itself is a dupe of 39992.
