zh-CN is using plural rule #1, which is the default for english, but chinese should be using rule #0 (for no distinction among plurals)

Changing intl.properties pluralRule=0 would also mean corresponding translations should be changed, for example..

seconds=秒;秒
minutes=分钟;分钟
hours=小时;小时
days=天;天

Those should just be a single word with no semicolon

seconds=秒
minutes=分钟
hours=小时
days=天

Actually, those might be able to be shortened to just..

seconds=秒
minutes=分
hours=时
days=日

zh-TW uses plural rule 0:

I have changed some strings to shorthand (pending submission).

Because several strings design patterns problem, had to use the plural mode to ensure display. I am going changing 'pluralRule=0' back to 'pluralRule=1', until the problem is solved.
