Spun off from bug 464784 comment 34. We shouldn't be showing the What's New page for new profiles. The scenarios are:

1) Someone has found Thunderbird, installed it, and therefore don't need to know/care about what is new in this version, because it is all new to them.

2) Someone has created a new profile, or is setting up an account on the same machine. Hence they also don't care because it isn't upgraded.
