if you click a link to .zip file like a mozilla daily build I get a prompt
asking to choose between run WinZip or save the file.
If you choose to save the file it starts the download without asking where to
save it. At that point it should behave like "save link as"

Reproducible: Always
Steps to Reproduce:
1.open provided url
http://ftp.mozilla.org/pub/mozilla/nightly/latest/mozilla-win32-talkback.zip
2.choose save file
3.click ok

Actual Results:  the download starts without further prompts

Expected Results:  after the ok it shoul behave like "save link as" prompting
for the place where to save the file
