Save-As dialog does not open on downloadable links

For the past couple of weeks, I've noticed that when I click on a downloadable
link (ie: any .exe or .zip on a webpage), the choose-application dialog will come
up, but when I opt to 'Save to Disk', the browser WILL download the entire file,
but I don't know what happens to it afterward... it never opens a 'Save As'
dialog to ask me where to put the file.
I can't remember when this began, but it happens at least in today's nightly,
build ID 2000072920.

I just tried a .tar.gz, a .rpm and a .exe with 2000073005-M17 on Linux, and it
worked fine; works for me.
