Normally, mouse pointer looks like a hand if it is placed over a link. In case of the bug, the pointer looks like an arrow if rest and blinking between hant and arrow when moving. Does this happen on all pages across the Web, or only on certain pages? If it only happens on certain pages, can you give an example or a simple testcase?
I've seen this several times on Windows, I think, and it happened on all pages. I have no idea how to reproduce this.

I've seen this too, occasionally, on Linux. IIRC the strange behaviour vanished after switching tabs or clicking somewhere else on the page (though I'm not sure about that). I also have no idea how to reproduce this. See also bug 411892 for a similar report.

The flashing does NOT occur when FF is in full-screen mode...

Also, like Frank indicated, it does not occur in full-screen.
Not a firefox issue. Fix has happened in xorg.
