Yesterday I subscribed myself to the mozilla.feedback.firefox newsgroup on new.mozilla.org. For this newsgroup I'm not able to scroll through the list.
Steps:
1. Subscribe to the newsgroup
2. Click onto the date column twice
3. Drag the slider of the scrollbar up the top
Doing step 3 will result in a very short scroll action but stops immediately. There is no way to drag the slider to the top. The Error Console doesn't show anything. It's even not reproducible after re-entering the newsgroup.

This was also true for any folder with a lot of email messages (not only newsgroups). I am using the latest nightly builds on Mac Intel. I've only noticed this problem in the last few days, unable to scroll in folders with thousands of messages.
This bug appears to be fixed in the very latest nightly Shredder from today (13 Jan 09).

Dan, do you have reliable STR for this issue? I wasn't able to reproduce it within the last days. Seems to occur sporadically.

Chiming in - this has happened fairly consistently for me - Mac OSX Shredder/3.0b3pre 20090614
I have a folder with 2600 messages, the scroll handle is very tiny, only about 2x as high as it is wide.
Attempting to drag the scroll bar in any situation results in a single page of scroll (down perhaps 15 lines) and then stopping, as if I had clicked below the scroll drag handle.
It's very difficult, but sporadically, I can attempt this 10-20 times and one time it will correctly drag the scroll handle and scroll by dragging as expected.
I can reproduce this consistently if you need more info or testing.

WFM Thunderbird 3.0b3 OSX Intel.
But as far as I can tell has been happening since 3.0b2
This happens on any folder with more then a few hundred messages. Trying to drag the scrollbar does not work. Instead it stutters and then scrolls through the message list as if one was holding the scroll arrow button down (slowly)
The bug is driving me mad because i reverse sort on the date field, so when changing to a new large folder, thunderbird will not scroll to the bottom newest messages until it has first chatted to the server. So you end up trying to manually drag to the bottom of the message list... which then scrolls at the speed of frozen treacle. Painful.
I'd consider this a blocker for 3.0 since it's basic UI which is broken.

As a better workaround, selecting a message and holding page-up or page-down (fn-up/down arrow for laptop users) will scroll fairly quickly to the top or bottom of the list.
However the bug itself is very present.
I just did some more testing and discovered that the scroll drag handle works perfectly normally on the folder open when a thunderbird window is first opened. Following that, clicking a folder displaying fewer messages, then clicking the inbox (large folder containing thousands of messages) causes the issue to appear. Following that, a consistent repair is to close the Thunderbird window (not the application, just the window) and re-open it again to the inbox. The scroll handle then works normally until the process is repeated.

This definitely still happens with the most recent nightlies, I'm encountering it using the latest 3.0 nightly on a couple of folders with several thousand messages in them.
