As per the Incubator Repository Policy (http://www.mozilla.org/hacking/incubator-repository.html), only sponsors of the actual incubator are permitted to vouch for people to have access to the incubator. If you wish to sponsor the incubator, you're welcome to do so in bug 470278, which would then make your vouch above count.
