In Thunderbird 2 the start page is hosted on www.mozilla.com for official builds, for nightly/unofficial builds there is a chrome page.
With Thunderbird 3 we've replaced the unofficial chrome page with the web site hosted one. Therefore we should just drop the old chrome page and images and save on download size and work for localisers.
