Details

Default height & width to % rather than pixels.
Remove background image fields.
Remove checkboxes from the table tab.
Disable OK button if required fields are empty (rows, cols).
Adjust layout to put align and caption dropdowns lower down, about labels above 
dropdowns.
Hook up Advanced Edit tooltip.

If editing existing table, and you reduce the number of rows or cols, you get the 
'do you want to delete cells' dialog. If you cancel this dialog, keep the table 
properties dialog open.

This work is completed, but can't checkin until cell panel work is finished 
(bug 47691), so let's use just one bug to track the Table Properties dialog.
