47803 - HR with equal left- and right-padding not centered

I am running Mozilla M17/2000072408 under Windows NT 4.0 and have struck upon a 
strange phenomenon:

 - Using a BODY tag with "margin : 0% 5% 0% 5% ;", my horizontal rules (HR) are 
perfectly centered.

 - Using a BODY tag with "padding : 0% 5% 0% 5% ;", my horizontal rules are 
pushed to the left by about half the padding distance.

The bug is also reproducible in M16.  I will upload a HTML/CSS testcase that 
works in just about everything except Mozilla. :(
