When an element has focus and is off screen, click the All Tabs preview and getting out of it will scroll to the focused element.
Reproducible: Always
Steps to Reproduce:
1. Open the URL
2. Put focus on the textbox in the top right or focus one of the links at top
3. Scroll down until the focused element is not visible anymore
4. Click the All Tabs preview button
5. Close the All Tabs preview by using the button again, ESC or click somewhere else
Actual Results:
The page will scroll so that the focused element appears on the screen either at the top or bottom depending on how the element went off screen.
Expected Results:
The page stays the same and is not scrolled anywhere.

Initially I was able to reproduce this (also on other sites) but when I tried with a new profile and in safe-mode not anymore. When I tested in normal mode again the bug was gone so it is not clear yet what factors are playing a part.

OK, I see it again, this time with a new profile.
For some reason the problem sounds familiar to me now. Might be not specific to the Tabs Preview. I believe there was also a similar case with the Edit Bookmark pop-up.

Yeah, this is likely a duplicate of bug 415791. If bug 415791 doesn't fix it, you can always reopen.
