found this when testing bug 480854, if there are no windows when we enter we restore the last closed window on exit of PB.  This is because of changes to getBrowserState to return the last closed window when no non-popup browser windows are open.  This isn't a bad change, but it leads to unexpected behaviour on Mac.  I think we should come up with a solution here.  Probably just setting _savedSessionState to transitionState in _onBeforePrivateBrowsingModeChange, but not sure what we should do here, 100%
