Tooltips missing in folder pane when feed or mailbox name too wide
User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:188.8.131.52) Gecko/2009021910 Firefox/3.0.7 (.NET CLR 3.5.30729) Build Identifier: Thunderbird 3.0b2 There's no longer a tooltip in the folder pane when a mailbox name is too wide (e.g. when MyMailboxName is displayed as MyMailboxN...). This used to work in TB 2.x. Reproducible: Always Steps to Reproduce: 1. Hold mouse over a cut-off mailbox name that ends with an ellipsis. Actual Results: No tooltip Expected Results: Tooltip with the complete mailbox name. This might also be a problem with folder/subfolder names, not just mailboxes.

1. If name is cropped, or abbreviated newsgroup, show the tooltip. 2. New messages summary popup takes precedence over 1.
updated to ensure Favorite folder tip takes precedence over crop state.

Verified in today's trunk that tooltips on mail folders with ellipsis show with the full folder name.
