This patch 
* adds monitoring control-files for the latest-mozilla-1.9.1 and latest-mozilla-central directories, so that we're notified if the files go stale. Also adjusts the one for CVS HEAD
* adjusts the tinderbox waterfall monitor so that we don't get notified when the nightly xulrunner builds fall off the tree, as they do every day

We'll have to pass this over to IT to adjust the nagios config for point 1 after landing.

IT, please make these changes to the nagios server config for surf:
* rename 
   "Nightly Builds - XULRunner trunk" 
  to 
   "Nightly Builds - XULRunner mozilla1.9.0 branch"
  and set it to use XULRunner_mozilla1.9.0.txt instead of XULRunner_trunk.txt
* Create "Nightly Builds - XULRunner mozilla1.9.1 branch" which uses XULRunner_mozilla-1.9.1.txt (based on the check above)
* Create "Nightly Builds - XULRunner mozilla-central" which uses XULRunner_mozilla-central.txt
