48741 - Shorten spam subject lines

Bugzilla spam sujbect lines are very long, in part due to the "[Bug <number>]
Changed - " start. My subject colunm has to be ~600 pixels wide for the summary
to be readable. "Changed - " appears on nearly every msg, so please remove it.
You can leave "New - " for new bugs in in order to alert about them.

This seems like a good idea to me also.  When I look at all my email headers I
can only see a small portion of the subject because of this.  I have to actually
open it and look at the Subject (which usually wraps around) to see what the
full subject is.

Btw, I think I remember already seeing a bug for this, or maybe it was just
discussed in a newsgroup, I dunno, I'll look.

this has been checked in already onto the trunk, under a different bug number 
which i don't have at the moment. bug this is fixed.
