It is not yet released, but there is at least one issue blocking us from taking it, so I want a bug tracking the upgrade.

Bah - WONTFIX due to http://www.sqlite.org/cvstrac/tktview?tn=3841 Talking with SQLite folks on possible special release with this so we can get a new SQLite before we ship 1.9.1.
