When you go to download "JDK 6 Update 13", when you click on the file to download it, it automatically downloads the file even while the "save file as" dialog box is open.
Reproducible: Always
Steps to Reproduce:
1. On site, click on "JDK 6 Update 13" the download button.
2. Select Windows, and then accept terms.
3. Then dont click the tick box, left click on the "jdk-6u13-windows-i586-p.exe" link.
4. The "save file as" dialog box should pop up. (But DO NOT, click on "save as")
Actual Results:
If you have a file activity monitor, or network monitor, watch it as it is already downloading in the background even BEFORE you click on the "ok" button.
Expected Results:
No downloading should occur until the "ok" button is pressed.

The "save file as" dialogue can only pop up after the file starts downloading (and its headers are seen) so even if there was any merit in delaying a download (is there?), it wouldn't work (at least not reliably).
Okay, (now that i know that) i still dont want a 70mb (or larger) file to autodownload. For countries (like australia) they limit how much we download. I seriously dont want a file to download before i "authorise" it to download.
