When browsing in Private Browsing mode, a closed tab can be restored.

Reproducible: Always

Steps to Reproduce:
1. Open http://www.google.com/
2. Open http://www.yahoo.com/
3. Close http://www.yahoo.com/
4. Right click on the tab bar and click "Undo Closed Tab"
Actual Results:  
http://www.yahoo.com/ is restored.

Expected Results:  
"Undo Closed Tab" should be grayed out and it should not be possible for http://www.yahoo.com/ to be restored.

Tabs closed in normal browsing mode should not be restored in private browsing mode, but tabs closed inside private browsing mode shouldn't be impossible to restore.  This behavior is by design.  Resolving as INVALID.
