4921 - cursor keys scroll document and option list at same time

if you go to the url in this report and click in / select the product option
value list - the one that says select product etc. - you should be able to use
the cursor keys (arrow keys) to go through the different selections. while you
are doing this, the page itself should not scroll up and down. however, pressing
the cursor keys not only goes through the different values in the list, it also
scrolls the page up and down at the same time. this is bad ue.

This is code problem, not UI problem. Reassign to Don's group

Actually, I believe this is a duplicate of an earlier bug about keypresses not
being properly directed to the right part of the app. But in any case, it's a
dupe. Marking verified duplicate.

Moving all Widget Set bugs, past and present, to new HTML Form Controls
component per request from karnaze.  Widget Set component will be retired
shortly.
