nsWindowsWMain.cpp should be a c source file since it is needed for some programs on WinCE. See Bug 491994. This patch is including the fix for Bug 492225.

What .c tests programs do we have which need to end up with UTF8 argv? UTF8 argv is specific to the XRE_main environment AFAIK, and that's all C++
