When creating new search folder I cannot make a filtering rule selecting messages which *don't* contain particular text in custom selected header (see attached screenshot for further description.
Reproducible: Always

it is not possible to create filter
(header('X-Bugzilla-Assigned') doesn'tcontain "xgl-maint@redhat.com")
Expected Results:
it should be possible to create such filter
