Fennec on windows ships as cab files, which we don't have localized builds for.

We need someone from the fennec team that understands that file and what strings go into it to take this.

What part of the CAB file are we talking about here?

Or do you mean the CAB file cannot be unpackaged, localized, and repackaged to a CAB?
We don't have cab files for l10n builds. I don't know anything else.

Is this currently blocked on bug 502654?
I don't think so.
We were hoping http://hg.mozilla.org/mozilla-central/file/tip/build/package/wince/make_wince_cab.py would work.  There may be a standalone makefile or script coming that creates the directory tree from the zip and runs this script... currently that logic depends on the autoconf'ed makefile in objdir/mobile after a build.

No, but we do need to consider bug 502933 now too. That bug will create a different installation means, replacing CAB as the primary install file for WinCE.

The new installer still uses a unpackaged ZIP archive as the source, just like the CAB tool.

mfinkle, blassey: looking at https://bugzilla.mozilla.org/show_bug.cgi?id=502933#c87, do we still need a localized cab installer here, or should we morph this bug into "WinMO localized self-extracting zip installer"?
The rough plan for final release is to do one multi-locale cab for the mobile marketplace (they only take cabs) and the individually localized exe's for direct download. (all signed)

For nightlies we should continue to produce both cabs and exe's since we're not signing either and unsigned exe's are problematic for security-enabled devices.
just to follow up, I see no need to localize the cab installer itself, but the what it installs will be multi-locale for release
Filed bug 548229 to get us a list of locales for the multi-locale build.
