Note that the close button is disabled on the last tab (and the tooltip belongs to the tab, not the button). This works as designed.

If this is working as designed, then the design is wrong.
I'm not sure if you're referring to the button on the tab or the button in the toolbar, but both of them are working exactly as intended, and the reasoning for their functionality is outlined in the other bugs. To recap, this is how the OS handles the single-tab case, and this is also how Firefox and Safari handle it (Safari removes the widget entirely, while Firefox leaves it enabled but the behaviour changes to clear the content area, like you closed the window and then opened a new one with a blank tab).
