I created the PyXPCOM module and tried to make Todd Whiteman the module owner. Despot complained that because Todd doesn't have CVS access it doesn't make sense to make him a module owner. But Todd (and Tomeu) are going to just have access to the PyXPCOM module in Mercurial and don't need CVS access at all. Can we remove the restriction that only people with CVS access can be module owners/peers/members?
