added dep.bug for major update. Also, last time we did this, we needed AUS changes - details in bug#506780. If we need similar AUS changes this time, we should file separate dep.bug for AUS.

The usual version bumps for a relbranch based release, with pullDates xx'd out until we know them. Uses UPDATE_PACKAGING_R9 to pick up KaiRo's change, and RELEASE_AUTOMATION_M15 for the update verify fix from bug 496491.
