507633 - update AUS throttling for Firefox 3.0.13 release

Description

This is going to end up being a 3 stage process:
1) Add full throttling for 3.0.13 with exceptions for the betatest and releasetest channels in preparation for the MU
2) After 3.0.13 ships to beta, unthrottle the 3.0.12 beta channel
3) After 3.0.13 ships to release, remove all 3.0.12 throttling

Patches are incoming.

In case I'm not around when one or more of these patches land, here's the process:
* Land the patch in mozilla/webtools/aus/xml/inc
* Tag the new version of config-dist.php with AUS2_PRODUCTION
* File an IT / poke IT to update the aus2 servers.

Looks good.  The end result is 3.0.12 unthrottled to 3.0.13 and 3.0.13 throttled to 3.5.2?

Yup. Once all of: 3.0.13, 3.5.2, 3.0.13 -> 3.5.2 MU are shipped that's the state we want to be in.
