In the file browser mockup: https://wiki.mozilla.org/File:FileBrowserMockup.png you can see that the scroll bar is supposed to extend all the way up the scrollpane, even covering the topPanel. Right now, the scrollbar stops at the topPanel.
Ahh, right. Shouldn't be hard to be adjusted. Want to add this bug to me?
