On the all reviews page, there are "mark as inappropriate" dropdown boxes all over the place, making them -- visually -- the central "feature" on that page. In more wordy languages (I am looking at you, German!) the boxes are even bigger and more obnoxious. I think the dropdown box should be hidden by default and just show up when you click on a link named, say, "Spam?" or "Inappropriate?".
I agree that it shouldn't be a dropdown at first because it begs for attention. I think the link should still say "Report this review", since it doesn't imply the reason you want to report the review for.

Isn't this now essentially WFM, as you have to be logged in to report spammy/inappropriate/inflammatory reviews?
I think that has been the case since the bug was reported. The problem is how the moderation tool is the most visible feature of the review pages.
This is fixed now.
