Right now the dev agreement shows up in a <textarea> when uploading add-ons.  It should have a URL just for it.

Wil, are we linking to this anywhere? The new Developer Hub needs to have this document in the policies section, so if we aren't linking to it yet or if we can change the links on AMO, it can live in the new area with its friends.
