This occurs even if the default of ~/Desktop has been changed. This corresponds to bug #434327 in Firefox. Reproducible: Always Steps to Reproduce: 1. Open preferences 2. Switch to "Attachments" pane Actual Results: No creation of ~/Desktop Expected Results: Creation of ~/Desktop
This doesn't actually require #434327 (in Firefox) to be fixed first, does it? They're similar but independent bugs, right?

Bug 434327 comment 11 I found a system setting that stops this. Create ~/.config/user-dirs.dirs and place XDG_DESKTOP_DIR="/home/linux_user/" in it where linux_user is you user name. More details in the other bug.

I don't know if it creates a Desktop directory since one exists by default when installing a Linux or Windows operating system.
Options/Preferences > General > Attachments does have Desktop selected as the default "Save files to" directory in Thunderbird. It can be changed
Options/Preferences > General > Files & Applications in my Firefox has Downloads as the default. It can be changed.

Was I really destined to this request?
On Windows 10 Desktop folder in the user profile already exists so now sure how to answer you.
In Options > General > Attachments I have "Always ask me where to save file" option selected.
The alternative option above (not selected) seems to show Dekstop as default destination.
No sure that really answer your question though...
