511616 - Move primary fennec l10n builds from central to 1.9.2

We need to migrate fennec off of central on to 1.9.2.

Things we need to do for that:

* mobile-browser: update l10n.ini.
-- possibly create l10n-central.ini

* production-master02: update l10nbuilds2.ini
Currently we're creating builds for both central and 1.9.2, but the on-change builds seem to be broken. Those should be single-module-hg, and the toolkit branch is picked up from l10n.ini to be central.

We can either drop the central builds, or create an additional l10n.ini for central, see above.

And we need a reconfig to pick up the l10n.ini changes.

* l10n-server: reconfig masters to pick up l10n.ini changes

aki, if you're fine with my l10n.ini's in bug 511854, could you run this patch in staging? I'd jump in and do some test-commits to x-testing so that we can verify that all the builds trigger on the right toolkit and mobile landings.

I changed the l10n.ini paths, the type, and I renamed the tree back to fennec10x for the 1.0 development line, and removed the version number off of the trunk tree.

Is this still wanted? (I would guess yes.) If the patch is still relevant then we can test in staging.

This patch is safe to land since we don't really have repack-on-change working for the Fennec scenario.

This worked for me on staging. I reattached the un-bit-rotten patch and added the production changes. Notice that the l10n variable is 'x-testing' on staging and 'all' for production.

Stampy, with one caveat: was the mc one supposed to be named fennec_mc ?

I don't particularly care, and both 1.9.2 and m-c mobile builds will have the same version until bug 537314 is addressed, so I'm fine with fennec10x_mc if Axel is.

The tree should be fennec_mc for central, the version number problems in the background don't affect our tree codes really.
