Otherwise, one has to always remove an account in the middle, and to create it new to put it at the end, while all settings are lost for this account.

It is necessary, because if one has a lot of mail accounts, it would be convient to sort the most important ones to the top, so that they are visible at the start. But often, such a new important mail account is added some time later, so that there are other accounts already at the top.
