nspr_my_config.mk.in and nspr_my_overrides.mk.in were processed by allmakefiles.sh - that landed in the spring of 1999, NSPR grew a configure in the fall of 1999, and they stopped being processed and became turds in February 2001.
mozilla-config.in has been dead since bug 389673 stopped the makefile from doing anything with it, two years ago.
