Following bug #389673, mozilla-config.in is not installed anymore as $(MOZ_APP_NAME)-config. Either this needs to be fixed or mozilla-config.in needs to be removed. Considering the file is inaccurate most of the time (for instance, it includes stuff about jsj that isn't built), hasn't been updated in years, and is basically superseded by pkg-config files, I'd go for the latter.
